I think he does get it; McCarthyism is not McCarthy. The idea here is that the weaponization of taking down an opponent by baselessly claiming they are something they may or may not be is bad.
Communism is evil, but in a civil society we can defeat such bad ideas with better ones. Winning an argument by calling someone communist (then) or racist (now) isn't really winning the argument.
Klavan doesn't quite get it. McCarthy was a hero. What's being done to our country is irreversible unless we fight and fight hard.
