They were actually chosen to spread the word of God. Nothing more nothing less. God placed responsibility into them which they almost immediately screwed up and have been screwing up since.
Deuteronomy 7:7-9 explains that they weren't special in any way. God simply chose them in His infinite wisdom for reasons we don't understand.
To spread God's word was His desire for them, of which yes, they have failed miserably. This doesn't change their greatest purpose for which they were chosen: to bring Christ into the world through Abraham's lineage.
