The way I intended it, and the way it seems most people correctly read it, is that this is talking about Joggers, Somalis, Afghans, etc, in other words the violent groups that can seemingly never calm down and integrate themselves anywhere in the world. At some point I start to think it's not the entire western world that's at fault, since they don't integrate anywhere despite all different, accepting countries.
