In communist countries, there was full employment. Almost everyone had an official job and often union membership. Then they have a myriad of unofficial jobs, on the side to make a living. One works minimally at the official job and goes on strike as often as possible. it was the unofficial work that allowed people to get anything done or to get something to eat. Remember even the policing agencies need to eat too. they will overlook the the unofficial work.
