Paski is the prime example of someone who thinks she is extremely intelligent, but doesn't actually know what the hell she is talking about. She laughs because she thinks the question is so ludicrous, that she is above these dumb Republicans who question why migrant children are getting better education than actual citizens.

Yet in reality, she is also the woman who would crumble under any sort of scrutiny or fact, dodging the remark or changing the subject.
