It seems evident to me that Abbott is quite concerned that his (continued) mismanagement of the power grid regulations will damage his and the GOP's electoral standing. He's pulling grandstand "conservative" moves (such as his "open up Texas" mandate which does nothing on a local level and should never have been implemented in the first place) in order to placate the plebs, whom he and his cronies perceive as stupid.
