(B)Upon taking possession of a firearm under subparagraph (A), a licensee shall comply with all requirements of this chapter as if the licensee were transferring the firearm from the inventory of the licensee to the unlicensed transferee. (C)If a transfer of a firearm described in subparagraph (A) will not be completed for any reason after a licensee takes possession of the firearm (including because the transfer of the firearm to, or receipt of the firearm by, the transferee would violate this chapter), the return of the firearm to the transferor by the licensee shall not constitute the transfer of a firearm for purposes of this chapter. (2)Paragraph (1) shall not apply to— (A)a law enforcement agency or any law enforcement officer, armed private security professional, or member of the armed forces, to the extent the officer, professional, or member is acting within the course and scope of employment and official duties; (B)a transfer that is a loan or bona fide gift between spouses, between domestic partners, between parents and their children, including step-parents and their step-children, between siblings, between aunts or uncles and their nieces or nephews, or between grandparents and their grandchildren, if the transferor has no reason to believe that the transferee will use or intends to use the firearm in a crime or is prohibited from possessing firearms under State or Federal law; (C)a transfer to an executor, administrator, trustee, or personal representative of an estate or a trust that occurs by operation of law upon the death of another person; (D)a temporary transfer that is necessary to prevent imminent death or great bodily harm, including harm to self, family, household members, or others, if the possession by the transferee lasts only as long as immediately necessary to prevent the imminent death or great bodily harm, including the harm of domestic violence, dating partner violence, sexual assault, stalking, and domestic abuse; (E)a transfer that is approved by the Attorney General under section 5812 of the Internal Revenue Code of 1986; or (F)a temporary transfer if the transferor has no reason to believe that the transferee will use or intends to use the firearm in a crime or is prohibited from possessing firearms under State or Federal law, and the transfer takes place and the transferee’s possession of the firearm is exclusively— (i)at a shooting range or in a shooting gallery or other area designated for the purpose of target shooting; (ii)while reasonably necessary for the purposes of hunting, trapping, or fishing, if the transferor— (I)has no reason to believe that the transferee intends to use the firearm in a place where it is illegal; and (II)has reason to believe that the transferee will comply with all licensing and permit requirements for such hunting, trapping, or fishing; or (iii)while in the presence of the transferor. (3)It shall be unlawful for a licensed importer, licensed manufacturer, or licensed dealer to transfer possession of, or title to, a firearm to another person who is not so licensed unless the importer, manufacturer, or dealer has provided such other person with a notice of the prohibition under paragraph (1), and such other person has certified that such other person has been provided with this notice on a form prescribed by the Attorney General.

(c)Rules of interpretation Nothing in this Act, or any amendment made by this Act, shall be construed to—

(1)authorize the establishment, directly or indirectly, of a national firearms registry; or (2)interfere with the authority of a State, under section 927 of title 18, United States Code, to enact a law on the same subject matter as this Act

Really your only option is just openly defying the diktats coming out of Washington at the state and local level. Keeping your head down. Practising OPSEC. Washington D.C is a long way away and they literally need thousands of soldiers and razor wire and barbed wire fences to protect them from the people at this point. There really isn't all that much value left in the US dollar to steal after 108 years of the federal reserve and when that is expended what power is the federal government going to have? They will get more aggressive with the IRS trying to ring money out of the population but the harder they squeeze the less revenue they are likely to collect.

I think you should focus on community level resistance and becoming more resilient locally and less reliant on the grid at this point. Why even bother to fight the feds in open combat - honestly if you keep your heads, make sure you have local networks, access to local produce and have the ability to grow some of your own food and have your own chickens you will have a decent chance at surviving what is coming. Food, water, heating, a tribe for protection. You will probably have to get used to bartering for what you need. Fuel will be scarce. Power cuts regular (see "load shedding" in South Africa) so you probably need to store or generate some of your own. Law & order will be borderline non existent in cities and it will be dicey in suburbs and rural areas.

How many people in America are reliant on the federal government for survival? How many people are employed wholly or in part by the feds? How many people (especially dipshit socialist millennial's) out there are on the AOC train thinking the government is going to dole out free stuff to them so they can have all the nice stuff the boomers have like a McMansion, a $70,000 truck, a boat and a cushy well paid job and a 20 year retirement? The feds are going to be eaten by their own and by each other as they scrap over the last few bits of wealth.

The smart warrior knows when to fight - patience really is the highest virtue. Believe me when the infrastructure starts to break down and people become more desperate you are going to have enough problems - you don't need to try and organise a civil war now. Not when your movement is infested with glowies.

Just wait until their salaries aren't being paid - can you imagine all the shit the feds have? From databases to firearms to electronic surveillance equipment, riot gear. Munitions. A lot of the glowies will probably sell it at firesale prices to keep their beltway lifestyles up as the system breaks down.

It's exactly what happened in Russia in the 1980's as the USSR collapsed and in the wake of its collapse.

The States that cannot abide by the Constitution have violated the pact/contract between the 50 States. The States in violation should be kicked out, or brought under military law, have their unconstitutional laws removed, have their politicians removed from power, and have fair elections performed.

The blue states, I'm sure, would say this is wrong, but it's exactly what they did to the South in the Civil War. The South wanted a peaceful divorce, the North said "Fuck you! Submit!", and the blue states see the Civil War as a good thing, omitting the terrible shit they did to the South from history books.

Firstly ever heard of spell check faggot? If that's your only argument delete your existence. Secondly, what happened on January 6th was a big lesson to a lot of people. I give those who went there with the honest intention to fight for their voting rights credit. They actually went and did it. The problem is they didn't go armed and they didn't trust other trumpers. Thirdly Trump had a chance to deputize everyone in that crowd. He stood in a spot in history that required tremendous courage and chose not to take the necessary steps to do what needed done. I don't know what I personally would have done but you can't tell someone ala Pence "you can either go down in history as a Patriot or a pussy." And then do the same thing yourself. For all the good that Trump did I feel that was his greatest failure. Right now Trump could amass an army overnight made up of millions of people who are ready to lay down their lives and do what needs done. What is commonly not known about the blue hole is that at the 80 foot bottom it basically opens up into an underwater cave, river system. Nobody knows how long it goes but divers bodies have shown up in lakes a long ways off after they drowned in the blue hole. The currents can suck you away and then your fucked. I came close to dying in the blue hole myself. I had to do an emergency accent from 60ft with NO AIR!

In all cases, the state forces that are held at bay are limited in resources and power. Any foreign military force is constrained by the manpower and resources they bring with them. In internal conflicts, the country is usually poor and not one of the top political seats of power in the world. Both of these factors are completely different in the US. Everyone's situation is different. I live in an apartment with paper thin walls, surrounded by either liberal or non-gun owning neighbors. And I have a 9 month old. There is no way for me to fortify my apartment or survive a raid by a well equipped and organized force for any significant length of time. I'm clearly talking about people in a situation similar to mine. We will be picked off in our apartments at very little risk to the attackers.

Maybe you live in a veritable bunker filled with traps and mines, but I guarantee any government force wouldn't enter your little fortress unawares.

Right now, no. You buy a gun from a retail store, they record serial in 4473 which stays in custody of the retailer until the retailer goes out of business, at which point they turn over their 4473's to ATF. But this just indicates who was the first retail sale of the gun. You could sell, trade, lose, destroy, etc the firearm and no one would know.

If LEO recovers a gun from a crime, they can look up the serial number to see what distributor had it and which retailer sold it. They can get the 4473 and see who it was sold to, and then go to that person and investigate what happened to the gun. But unless there is a provable connection between you and the criminal suspect, you can say "I sold it to some guy" and that's all there is.

The primary purpose of a gun registry is to be able to confiscate all guns in the future. The way that works is the government says turn in this gun which we know you own. You can't claim you no longer have the gun, because if you do, you are guilty of not having the gun which is registered to you in your possession, in which case you go to jail anyway.

This bill is the first step to having a full gun registry.

As far as I know the feds can't look up your name and see which guns you own. The firearms dealer maintains a record of the transaction for some period of time, after which it's destroyed. Also the NICS background check system is not tied to your physical address.

It's not even a question of if, but when, and the accelerationists aren't fucking around so expect as soon as possible not 20 years from now. Hell, most private gun sales around here, take place in front of the police station, with a police officer there. I mean, the ones where neither is a felon, since we don't have many people, the police pretty much know who is and isn't a felon.

I kind of already thought that was a thing. I thought when you bought one, it "registered" it in the system or something.

I thought that's why when you bought a gun from an individual, you had to re-register it at a police station or something, that way, if you report it stolen or lost, and they find it, they can check the serial number to see if it's the one that matches your record.

If you fill out a 4473, they'll know about it. The difference will be is you won't have plausible deniability for not having it by saying "I sold it at a gun show for cash to a stranger" if you filled out a 4473 for that gun after the UBC law goes into effect.

Yet. I'm sure they're gonna start putting copies of every 4473 into a database if they haven't already started doing so. Part of the reason (I think) that they haven't been doing so on a large scale is because up until now there have been so many ways to legally acquire a firearm without filling out a 4473 that any central database would have more holes in it than Swiss cheese. I think they're focusing first on making sure there's no way to legally acquire a firearm without filling out a 4473 ( which would explain them prioritizing UBCs and "Ghost guns" over stuff like an AWB).

Once they've made it illegal to buy, make, or receive a gun without filling out a 4473, I think then they will start entering 4473s into a centralized database in earnest. I'd also expect them to make it mandatory to report any "lost" or stolen firearms within xx hours of losing them, in order to patch that "hole" in the 4473 registry. Obviously this wouldn't effectively register all the 500 million firearms in circulation now, but many of them would become registered inadvertently by "law abiding gun owners" who would insist on selling their guns "legally."

Yes. HR8 is the UBC registry. It will effectively register every gun bought on a 4473 (new or used) after it goes into effect. Guns on a 4473 filled out before it goes into effect will still have plausible deniability, since you could have legally sold them privately.

HR1446 has to do with NICS delays, and changes the burden of proof from the government to the buyer.

Unless you live in a state that forces you to register your firearms, theoretically nothing is tied to your name. The dealer maintains records of the serial numbers of firearms sold to purchasers, but it doesn't end up in a central database. So, nobody's gonna come looking for something they don't know is there.
