Here's what someone said when I asked that:

*This is NOT HR127. There are two bills related to guns today. HR8 and HR1446.

HR8 is the one that passed the house. The short of it is it's the "universal background checks" bill. Basically the transfer of any firearm now must go through an FFL and must be subject to a NICS check. It basically outlaws private sales. It still needs to pass the senate.

HR1446 did not pass the house (by a slim 10 vote margin). It would have created a 10+ day waiting period for any firearm transactions which goes through a NICS check.*
