The kids was welsh. The transaction and papers was signed in Ireland due to it not being a part of the UK.

I'm a retard: Wales, Ireland, and England are all technically different countries that are sometimes known as the UK, but still technically different countries?

Yeah we're a United Kingdom when referring to all of them. But England or the Kingdom of England if you're based when referring to God's country. Ireland is split into two. Northern Island is part of the UK, southern island is not. Southern Island is likely where there deed was done with the Welsh kids John Roberts illegally adopted. Southern Ireland is referred to as the Republic of Ireland.
