Machiavelli was a wise man with a deep understanding of human nature. His advice for princes was:

It is better to be feared than loved, if you cannot be both.

The reason is men take advantage of a man's kindness, hence Jesus' commandment to love your neighbor as yourself is naive and unrealistic at best, but if a man is feared, no man will go out of his way to destroy him.

The same goes for populations. Better the population is armed so that the government fears them, rather than vice versa. When the government fears the people, they're more likely to do the people's bidding.
