The way to fix this is to make it absolutely clear that the next person who even thinks of doing something like it again gets sent to Guantanamo for the rest of their miserable existence. On one hand, getting sent there is plenty of threat, as it's a camp, not a prison, and life there is intentionally made unpleasant to break the prisoner's spirit. On the other hand - citizens would not be sent there, it's primary use is to hold terrorists.
One the gripping hand, I'd be fine with anyone forcing masks back on us, or trying to, to be fire, not allowed to hold public office again, and shunned by society.
