Apologize, give your best excuse/reasons, admit that not only were you ethically wrong to use the emergency powers, but that the orders had no effect in stopping the virus and needlessly caused death and suffering, and resign, or alternatively, state a reason for not resigning (i.e. that it would cede more power to Dems to do even worse). Bonus points if you commit to follow Trump’s lead from here on — that’s the only way back to the right side of the wall.
