The test would be simple... Are you a net tax contributor?
The government is 100% funded by taxes, if you are not a net contributor, why should you have a say? It's like sharing a pizza with 4 friends, you pay 80%, get outvoted on the choice of toppings AND end up with a smaller slice.
I'd even like to weigh the votes based on how much taxes were paid, while a person who paid 1000 in taxes and a person who paid 10000 in taxes are both net contributers, one of them paid 10x more and his voice should carry 10x the weight. Of course, the left will then say that only the rich get to make decisions while at the same time claiming that they don't pay their "fair share" of taxes.
I'm not on the left, but its very dangerous to add more weight to the vote of a select few. Look at who's rich in this country, you want them to have all the voting power? that would only strengthen the elites.
