The Soviets promised to drop the blockade if the US, Britain, and France withdrew the Deutsche Mark from West Berlin. They didn't. Instead, they defeated all the communist countries and built back better in Europe and Asia.
The Cold War started because there was a US administration change near the end of the war. It's not America's job to be the world's police and fix everybody's problems.
