The media is going to swoop in and characterize the whole event as a group of innocent joggers out running a marathon and dox the driver in the process. The federal government is going to find that the driver's neighbor's brother's uncle has a confederate flag and the event is going to be called racially motivated and it goes to federal court.

That’s why you keep a rifle in the car too. You also call speed dial 911 too as soon as you see some type of impediment in the road. It doesn’t cost a dime to call 911 to document everything. That goes a long way in court to show you were in fact, in fear of bodily harm and death of both you and your family.

That is a big problem with this, at least on the surface (I've not read the bill). The inclusion of the wording about "being engaged in violence" opens the flood gates for legal action if someone is under attack and floors it only to hit someone who can prove they were not involved in attacking the vehicle.
