As a general rule, it may be best to only punish specific individuals for specific crimes, because punishing groups or attempts to punish groups will always lead to some form of persecution or discrimination.
I don't believe every Muslim should be blamed for the 9/11 attacks, and I don't believe every person at the Capitol Protest was evil. The reality is that most are good, and there are only a few bad actors.
