Trump answered most of this, by experiment: He brought jobs to depressed areas, and black crime went down.
I'm not saying that crimes should be excused, or that crooks should not be removed from our society. I am saying that changing Democrat policies demonstrably can chip away at the problems.
Ripping out the welfare state and the "family court" system are the two biggest things that need to be done. When people are not incentivised to leech off the government and not only have children they can't otherwise take care of and are encouraged to divorce for as many cash and prizes as possible, things will begin to correct.
You have to remove the incentives to enact change and there are plenty of incentives in place that reward certain behaviors.

Fishing without a license?
If there's one thing the government hates is not getting a cut off of everything you earn, buy, and hunt.
Those licenses go to conservation and the fish farms around here. So I dont mind that to bad. $20 for all the fish you can catch for a year aint bad.
Problem is always poachers catching too many too often. I catch a fist full of panfish and call it enough. Some people limit out and then keep fishing and keep everything. Its no one persons lake and just because you can catch infinite fish doesnt mean you should.

The State did not create the fish, nor do they own the fish. just another way to over tax citizens with license and fines.

Hate to break it to you, but individuals aren't over fishing and the people who are overfishing pay big money to the government to look the other way.
The license money goes to the fish farms and that keep the lakes and rivers stocked with trout. They have to do that because in the summer our population swells from 20k people to 100k or so. Those people like to fish too. We all overfished it.
I only know one person with a private lake. Thats their lake and if they want to fish every last crappie out and leave it barren thats their business.
Everybody else needs to deal with everybody else and if we want to keep game fish in the lake then we gotta make more fish to put back; those fish cost money. Getting someone to take care of the baby fish costs money. Feeding the fish costs money.
This isn't kings land shit. This is conservation of the ecosystem so that everybody can enjoy it. So yes. The governement did provide and own the fish, but they give them to us because thats what we wanted.
