Ripping out the welfare state and the "family court" system are the two biggest things that need to be done. When people are not incentivised to leech off the government and not only have children they can't otherwise take care of and are encouraged to divorce for as many cash and prizes as possible, things will begin to correct.

You have to remove the incentives to enact change and there are plenty of incentives in place that reward certain behaviors.
