I get what you're saying, but I guarantee you that it's going to be tough to get ahead when everyone you know is either on the dole, selling drugs, steeling shit, or some other elicit behavior. I'm all up for personal accountability, but there is none - and that's a self-fulfilling prophecy.
They're just not great at civilization, or rather their preferences are vastly different from Europeans or Asians.
