from the perspective of the city council, I can see their point. they are not the justice system, they are the city council. their concern would be preventing their city from being burned to ash rather than insuring justice.
....of course if they had any balls they'd put the riot down before it could but w/e.
Payoff have already shown not to deter riots. The riots are meant to undermine governance. Rioters will settle for nothing less.
