my city is flat. doesnt need bridges and is easy to get around...

You can argue with the powers that be until you are dying of lack of oxygen. But without the arms, and the will to use them, there is no arguement. They will always have the will to use a beings fear of death against them. Yes the mind is the ultimate weapon, but that only works when the opponent fears death more than his foe.
