The establishment knows the USA is the last stand on earth. The only way out is via space travel/exploration. Basically the same thing the pilgrims did in the 1600s except, instead of sailing over water to found a new country on different land. I didn't like him at first because he briefly served as a CIA director (that usually makes me lose all reason to trust someone) but he never did the usual swampy CIA crap.
