The establishment knows the USA is the last stand on earth. The only way out is via space travel/exploration. Basically the same thing the pilgrims did in the 1600s except, instead of sailing over water to found a new country on different land. We'd be sailing through space to found a new country on a new planet. They don't want this because it again puts complete control of humanity, their end-goal, beyond their reach.
As a result, human exploration of space must be stymied and only conducted by "approved" organizations so no real advancements are truly made and humanity stays on Earth under the establishment boot.

One of Worst 0bama's immediate concerns was the "muslim outreach" aspect of NASA. (No kidding, Jugears wanted NASA to apolgize for their Systemic Racism) in not properly applauding the achievements of the muslim world for their work toward expanding Space Exploration.
