You know they say humans are incapable of coming up with random numbers. Only a computer can do that. It's why you can always find human intervention in the numbers, because only a human could look at how many votes they are behind by, and come up with a full proof method of adjusting those numbers to meet a certain goal.

We've all been thinking about the machines messing with the votes, when we can't even fight against small time human interactions like the one present in that graph.

The only thing I can think of, is that a massive dump of votes with only one name on the ticket were quietly dumped into the system. Sounds like a conspiracy to me, it's a good thing the FBI no longer bother looking for conspiracy anymore.
