It would be nice, but there is no provision in the NYS constitution to force the Government to listen to a petition for redress, the goverment has to consent to listening (which is not happening in NY unless you're an oppressed minority that's trending on Twitter).

Like the Federal government, the qualified immunity shield granted to elected officials effectively means they cannot be compelled to take action to redress, either- unless there is a court ruling backing it (like a conviction for a criminal act).

Unfortunately, Chief Justice John Jay sold out the redress of grievances clause within 2 years after the signing of the Bill of Rights. Now the funny thing is that the NYS Senate had a bill in front of them last year that would have made it a reality, but it wasn't made law. In typical NY fashion, it was proposed to let criminals go after cops, but meh... I'll take the 'own goal' all day long.
