My guess, is a lot if this is meant for "urban farms" or "community gardens" as another form of payoff. The few operations I met years ago were run by pretty stereotypical progressives, usually white hipster types who were way into "mother gaia" and psychedelic's, a rather narrowly focused and esoteric liberal arts degree, and just generally a "crunchy-vibe dude". They all worked underneath a minority "x-studies major" who ran the thing under some kind of urban renewal program with the city, maybe even qualified for state funding?

Anyways, I imagined this is one way of paying back these types for helping steal the vote in some city center by signing up fake voters to fake urban addresses.
