No. No it doesn't. The filibuster can be changed with a simple majority. If changing the filibuster required a filibuster proof majority then they wouldn't need to change the filibuster. The Senate has never had 2/3 control in favor of a single party. It's a rules change, not legislation.
Just google what it takes to alter the filibuster... I know it seems strange that we use to have a congress that could vote 2/3 on anything bi-partisan... But lefties were at one time not so insane.. And even if it took a simple majority, most Dems know it would screw them too hard to do away with it and all of congress knows a simple majority rule would have us at civil war in no time..

Yes the filibuster has been changed before in the past to a 67 vote down to a 60 vote... Took 2/3 votes to do that then and 2/3 to dissolve it..
