That was the whole point. The CIA wanted to subvert our culture and the best way to do that is take a giant shit on it, force feed us the shit and turn us off to it so thoroughly we lose interest.

Even though I don't think it was intentionally sabotaged, Game of Thrones is a great example. Game of Thrones was somewhat of a cultural phenomenon in it's heyday but after it's spectacular fall from grace due to ineptitude you hardly see any Game of Thrones references and memes at all.
