In fact what stops us from passing a bill that says citizens in red states don't have to pay income tax until the 2020 election fraud is dealt with?

Lets say red states pass a law that says its citizens are shielded by the state to not pay income tax on the federal level. Most red states receive more from the federal government than the feds get. Whats to stop biden from cutting off those states?
