I am having a hard time accepting the "private business" angle when that private business had this woman's money and would not let her retrieve it unless she put on a mask. What they could have done is arranged for her to wait outside while they had an employee give her the proper forms to retrieve her money, then present that money to her after she signed it. They allowed her no other option then to wear a mask or have her money withheld.
