If a business wants to enforce mask mandates and the customer refuses but declines to leave the business when asked then all the police can arrest her for is trespassing, not for failure to wear a mask since there is no law requiring mask wearing. Police can only arrest you for breaking a law such as trespass or resisting arrest (when the cop is trying to get you off the property you are trespassing) not for failure to comply with the whims of a business. If a business requires shoes and a shirt to serve you and you don't comply, the cops don't arrest you for not wearing shoes and a shirt. They arrest you for trespassing, assuming you wouldn't leave. That said...fuck the cops.
