The ballots were pre printed without names.

They had to stop counting in public in order to count the fake ballots away from prying eyes. Then they needed many days to do the work of finding eligible or registered voters whose names to use and write into the ballots.

They couldn't have done all that on election night, but they had to do the first part to get the headline that Biden won.
