Not entirely true. Very rarely, an XY embryo lacks a functional SRY gene, or that gene fails to initiate normal testis cord development. In cases of androgen insensitivity, the testes develop normally, but subsequent male development fails because the hormone receptors aren’t activated by testosterone. The result in both cases is typically an adult female that is sterile, but may never know otherwise until they can’t get pregnant. Also note true (gonadal) hermaphroditism and intersex conditions do exist. Chromosomal sex does not always match gonadal sex or genitals, but these cases are very, very rare.

None of this excuses the sick freaks playing Frankenstein. Hell, my foreskin was removed without my consent. Although I’m not upset about it, there are good arguments against circumcision too.
