Kim isn't talking to Biden because he doesn't respect Biden. Why would he? He doesn't have to. Kim knows who Biden takes his orders from. It's the same people Kim takes orders form. The difference is, Kim was there first so he's higher in the pecking order. You don't have to be nice to people below you.
