I'm not sure what "pre-law" would involve. You certainly don't need to major in it. The primary thing you need to do to get into law school is get good grades, so it's best to major in something easy or at least something you're good at. At least that was the case when I was in school.
It was rarely ever a good investment. It was just marketable.
College, at its best, gives you access to information. But, the tendancy to curate limits that potential severely.
Most college degrees are the new high school diplomas. The only exceptions are those majors necessary for a profession, like a doctor, lawyer, etc.
You give too much credit to the doctor, lawyer exception. Those majors are in the same category as your first observation.
