The goal is the tyrants, but depletion of their many defenders is good too. E=mc^2, elites exist because they control the masses (like cops and business owners and news and celebrities) who control the bigger masses. Elites = mass control squared.

That's two tiers of control, and the top tier can't exist without the middle tier.
