all the policies and events that lead up to WW1 were the last of separation/checks and balances actually having an effect

The checks and balances were officially eliminated with the 17th Amendment in 1913, but had long since been undermined. On top of that they installed the Fed so they could bankroll endless war and get people hooked on Socialism.
