My theory is because we as humans believe we have free well, agency and are in control of our own opinions we never end up being fully aware that our opinions are given to us.
I think the reality is closer to something like this: we are a type of chimp evolved to survive in a social group. In order to survive, a human chimp must negotiate alliances with a few or a lot of groups and each alliance is a trade of something like this: the human chimp gets access to the groups resources and the group of human chimps get a new soldier that will onboard their value system and fight for their survival.
In other words, all of use base our values on the kinds of alliances that we forge. We onboard value systems relative to whom we depend on our suvival. This is why you can only really ally your self with one ideological side or another ... you cannot hold value systems that are antagonistic to your alliegences without sever consequences. Your value system can be self contradictory, that is no problem, it simply cannot pose a threat to the well being of the groups you are allied with.
The reason conservatives hold on to idelogies liek civic nationalism is because they have allied them selves with an in group that holds those values.
Now, what is the etymology of those values? I'm not entirely certain. My thinking is that the idology of civic nationalism is rooted in the naiivate of our recent past history where our ancestors tribes and countries were all of our own kind. They never had evolutionary / competitive pressures to expand and consider the whole spectrum of belief systems and adjust. In other words, they went from, oh look I am safe with my own kind in my own country to i am now living in a patchwork of a country so I will only slightly modify my belief systems to adjust for the new circumstances.
That is the best guess that I have, perhaps there are others better versed in this that can chime in.
For those in the modern world that have forgotten the lessons of race realism, our competitors changed the world around generations of our children sooooo slowly no one noticed. This wasn't an accident. It also isn't a conspiracy, no one is gathering in secret meetings strategizing this. Just like fire ants know how to gather together and float to safety during a flood, our competitors know how to modify the environment around them to foster survival. Add network effects + time and here we are.

You have a great point.
