SS requires new generations to generate enough input into the system to be able to pay out to the previous generations. This has been known since it was created. I'm not talking about the raiding of the funds by politicians where they shoved an IOU into the system. Even if that never happened it would still not have the supported funds to keep it going, at least not without maintaining a balanced population which has not happened.
