What do these groups do in the countries they originate from? Are they peaceful and law abiding towards their own ethnic groups, or do they form lynch mobs beat bus drivers to death, put people in tires and set them on fire?

America was an exception - where people were held accountable for violence.
That changed. When there are no consequences for crime, it will skyrocket. That this occurs more frequently in cultures that have little historic mores prohibiting it is not surprising.
