I don't understand how any of that can work and not be immediately compromised by bad actors with out some sort of enforcement.

You seem to think having any kind of rules, ever, will somehow lead to the enormous government overreach that we have today, with gov agencies kicking down doors of anyone who isn't a Democrat. While at the same time declaring that no system can ever be created to replace it because that would require having rules.
You aren't making any sense at all, I haven't the slightest clue what you are actually advocating for, and unless you're here to defend the proven failures of one pulse one vote, then I don't really know what you're trying to tell me.
