I'd have to say he was not 'based', he made a lot of mistakes.

He already knew he had the vehicle belonging to a wanted deadly fugitive.

He already knew he had 'cause' to stop, search and interrogate the vehicle operator and/or passengers.

He had already checked to see if air assets were available in case of a chase, and asked for backup.

Yet he still did not honor the threat, he allowed the perp to walk around, have a smoke, use the phone, keep getting back in the car, argue, refuse to cooperate. During the walking around and stuff he discovers drugs and STILL allows her to walk...

Bad police work, he's lucky to be alive if he still is. Yeah I get that no one 'wants' to have to touch that perp but it is his damn job. He should have isolated her even if that meant back of his car, but he should have controlled the situation a LOT better than he did.

The way he handled that HE is as big a threat to safety as she is, I coulda been walking by when he allowed her to start shooting...

Agree but I think a lot of it has to do with the anxiety of dealing with black people as no matter what your or they do, you are a bad person.
