Guam's a U.S. Territory. Therefore it isn't a "State" yet so technically NOT America but it's own Nation that is under U.S. control. We offer Citizenship Rights to those in U.S. Territories and they accept it. If Guam decided to leave then they could. Just like fucking Porto Rico.
