Guam is a foreign country and so is Puerto Rico.

Blame our old military and old presidents for not making that so. Not Guam and PR's fault that they became our territory. They were war prizes from the Spanish empire. Philippines and Cuba also were our war prizes but we bugged out of Philippines in 1946 first as an official territory and then in 1992 we dismantled all our hugeass bases in Philippines after the death of the Soviet Union and we de facto occupied Cuba until the Cuban Revolution with Fidel Castro in 1959.
