Those challengers are there so the incumbent wins. They have no intention of winning and probably don't even want to win. They are getting some sort of reward either present or future, so won't work.
Could be in some cases, but in others they just all want to win. This or legislation is a good way to stop the vote from being split. Here where I live in FL, during the primaries only registered party members can vote, and the one with the most votes is the sole challenger. Makes more sense than a ton of people splitting the vote and the RINO winning every time. People would just give up trying to challenge the incumbent.
I think they'll care as much about it as they care about their current oath of office. So, not much at all.
