The government does not own 21 million vacant homes. Are you saying they should force the owners to house them. That sounds like something a communist would say.
That isn't how it works. Only when people work for it, does the "it" have any value to them. No more handouts, within reason for those that physically and mentally are completely unable, and the problem fixes itself. Tough love.

no no, you see the house is free, because homeless people are poor and don't have money but need the house
That’s not my point. I’m saying there are costs to homeownership that currently homeless people would not be able to pay if they were given a house for free
Why they attack the micro cities though is beyond my comprehension, it solves the problem, keeps the required to be contained failures in a containment unit, and would than give a solution to those who are wrongfully homeless, like mentally ill veterans who were drafted and FORCED to operate under the US army, in a time, when we know now, the US army was basically like ISIS fucked satan and shit out the satan5000 machine.
The problem exists because the rich want it to exist, not because a solution that is super fucking easy doesn't exist lol
