What's with the double last names? And now they're being hyphenated?

I used to do legal doc reviews before the covid, boring stuff, "capturing data," and we were told frequently to enter the Mexican double last names in the box for last names, but I couldn't make myself do it. I'd put one of the last names in the middle name box. So how do you like them apples!
