The taxpayers should NOT pay cuomos victims, he should, and if he cant afford it, his organs should be harvested for their value. There is a reason why it is a republic, which protects and holds individuals responsible, not a kingdom. Imagine if I made the laws.

if they accepted the payout then he should be off the hook......they wanted the money, not the justice.

Criminal cases are to deal with the bad act. Civil cases are to clean up the remaining damages.
