The immigration rate should always be at such low level and weighted against a "cultural compatibility index".
So while you could let one enlightened secular goat herder from "nowhereistan", you would let in 50,000 people from Poland.
The total number should never be more than .01% per year of total population.
So for "300 million" population, we should only let in ( 300 million x 0.001 ) ".03million" or 30,000 people ( slots ) .
Of those 30,000 people, people from countries that are not congruent to our standards should be cross ref against cultural compatibility measures.
So if all were from Canada, there would be ~30,000 people.
If they were All from Japan, maybe 20,000 people
