Exactly, it's the standard legal and security mumbojumbo. Hell every online banking system has an equivalent agreement. If people are that freaked out by it then simply don't use it.
Doesn't work anyway in some cases. If you filed a paper form for 2019, they're still processing 6.7 million of those forms. That means you probably didn't get the second stimulus money if you filed on paper. Even if you can get into the Get My Payment to try to track that stimulus money, all info for the first and second ones has been dumped. The only way now to get that money is to file for a Recovery Rebate Credit on your 2020 tax form. Or if you got the money but it was the wrong amount (you had another baby, etc) you can use that same form to get extra money that you missed.

It states that if you are an unauthorized user of their system (you ARE authorized) then you can be subject to penalties.
It also states that while you are using this system, they can see what you are doing in said system.
